Minnesota Cold Weather Rule
Need special help with winter energy bills?
Learn about the Minnesota Cold Weather (CWR) and guidelines for program qualifications.
Minnesota winters present many challenges. For residents, heating bills may present one of those challenges. The State of Minnesota set up the Cold Weather Rule to provide some protection from having your utilities completely disconnected during the winter months of October 1 through April 30.
You have the right to a mutually acceptable payment schedule with the City. This payment schedule will cover your existing bills plus the current costs during the payment schedule period. Payment arrangement failure will be subject to disconnection without further notice. If a payment schedule agreement cannot be reached you have the right to appeal, in writing, to the Utility. During the appeal, your utilities will remain on. If you anticipate problems keeping your bill current, please call our office today at 651-747-2413.
NOTE: A household may be over-income for EAP based on "3-month Max. Guidelines" even though the household's yearly income is less than the "Annual Income."
