Athletic fields are available for play beginning in April each year (weather permitting) through October 15 (weather permitting)

*Standard maintenance included. Fields are regularly maintained by the City of North St. Paul Public Works Department. This includes mowing, dragging, chalking and fertilization.

**Additional maintenance can be requested by the renter for their rental including bases and pitching rubber length, and chalking and dragging. Additional maintenance including the above along with trash removal and bathroom cleaning is also available for $300 each day and is one time during the rental.

*** Applies only to North St. Paul nonprofit organizations that provide youth sports. Field prep is not included when fields are reserved at the nonprofit practice rate. Applicants for this rate shall provide proof of nonprofit status, proof of liability insurance, and proof that at least 50% of the team roster are North St. Paul residents.

Reservations

Any person or group wishing to reserve a North St. Paul ballfield must complete a rental application online at northstpaul.org and pay the appropriate fee to the City of North St. Paul. Payments can be made online, or payment may be made by cash or check at the North St. Paul City Hall located at 2400 Margaret Street, North St. Paul, MN 55109. Requests for reservations will be accepted on a first-come, first-served basis. The City shall have first priority for use for all governmental activities, including maintenance.

Any person or group wishing to reserve a North St. Paul ballfield must complete a rental application online at northstpaul.org and pay the appropriate fee to the City of North St. Paul. Insurance

Your organization must provide a Certificate of Liability Insurance for all permitted use of athletic fields in the City of North St. Paul. Your certificate must additionally insure the City of North St. Paul along with your organization, place the City of North St. Paul as the Certificate Holder and the general aggregate limit of insurance coverage must meet or exceed $2,000,000.

Denial/Revocation

Rentals will be approved, denied, or revoked at the sole discretion of the City Manager. The City will not deny or revoke rental on the basis of race, color, creed, religion, national origin, disability, sex, sexual orientation, or status with regard to public assistance. The City will not deny or revoke rental on the basis of content or viewpoint, except to the extent allowed by law. The City may deny or revoke rental on any other reasonable basis, including, but not limited to, previous rental by the same group or individual which resulted in damage, disruptive behavior, or violation of law. Approving a rental is not an endorsement by the City of that individual’s or group’s views.

Renter Responsibilities

  1. Renter is responsible to ensure the facility is left in good condition. All waste and litter should be disposed of in trash receptacles. Please throw your garbage away in the trash cans provided.
  2. Renter is responsible to monitor their field usage, including which field they are scheduled on.
  3. Renters that go past their scheduled end times will be billed for additional time and may be subject to other penalties such as overage fees and future account stipulations. The City of North St. Paul reserves the right to cancel future rental dates if a renter does not abide by the dates and time slots listed on their permit.
  4. Renters will be held responsible and billed for any unnecessary clean-up, losses or damages as well as be subject to loss of rental privileges.
  5. Renters are responsible for the conduct of their participants. Please ensure participants are respectful of our facilities and other renters.
  6. Any changes to a permit/contract must be submitted in writing. (See refund policy)

Refunds and Cancellations

If the applicant cancels their rental within 14 days from the date of their reservation, they will forfeit their rental fees. All canceled reservations are subject to a $25 administrative fee for cancellations. Weather-related refunds are only issued when North St. Paul schools, places of worship, and/or local businesses are closed by snow, ice or other severe weather conditions for the entire day or at the discretion of the Public Works Director. Refunds will be given via check and mailed to the address listed in the account used to reserve the fields.

Snow

The City of North St. Paul will not remove snow from athletic fields. Moving or removing snow is prohibited at all of our facilities. Any group or individual within a group, that moves or removes snow at any of our facilities automatically forfeits all future rental dates for that group. Please make sure that everyone within your group is aware of this policy.

Weather

In the event of inclement weather or standing water on a field, or when the ground is so wet that use of the field will damage the turf, the fields will be closed to ensure the safety of participants and to prevent turf damage. Inclement weather includes thunderstorms, heavy rainstorms and/or saturated ground, heavy frost or snow cover, extreme temperatures, and any weather condition that may be dangerous to ball players or damage the fields.

When fields are closed, the City will attempt to contact the permit holder by phone. It is the permit holder's responsibility to contact all coaches involved with cancellation information.

Whenever possible, the decision to close the fields will be made by 1:00 p.m. If inclement weather conditions develop after 4:30 p.m., the umpire/referee or park maintenance staff on duty or permit holder will make the decision to close the fields.
