About the Application

• The Storm Water Pollution Prevention Plan Permit applies to construction land disturbance activities greater than or equal to 10,000 square feet and less than 1 acre (43,560 square feet).
• For construction land disturbance activities greater than 1 acre (over 43,560) please contact Ramsey Washington Metro Watershed District.

Please note a small portion of North St. Paul near Silver Lake is part of the Valley Branch Watershed District.

 Sewer Availability Charge (SAC) Program

The Sewer Availability Charge (SAC) is a 1-time fee imposed by MCES to Local Government Units for each new connection or increase in capacity demanded of the Metropolitan Disposal System. Local Government Units may pass the SAC fee along with possible local fees to the building owners.

The SAC fee is usually assigned when a building permit is issued for either a new building or a remodeling permit or when a connection permit is issued for an existing building connecting to the sanitary sewer system for the first time.
