A Demolition Permit is required for the demolition of a residential structure or garage, and for commercial building demolition or remodeling.
The City of North St. Paul enforces state and county standards for proper management and disposal of:
- hazardous building components
- related hazardous waste
- universal waste
- special waste
from scheduled demolition sites. This also includes materials and waste from residential properties that would be considered household hazardous wastes and are eligible for disposal at the Ramsey county Household Hazardous Waste sites.
Ramsey County performs scheduled inspections on all commercial buildings and residential homes slated for demolition unless the building is unsafe to enter. In that case, communication is still required before demolition and an asbestos survey must be performed, or all materials must be deemed as asbestos-containing.
