Permits & Licensing


The City of North St. Paul enforces the Minnesota State Building Code with State Amendments. Permits are required for buildings or structures that are new, altered, moved, improved or repaired. Permits ensure that proper services such as staff support and inspections are provided to safeguard life, health, property and public welfare. Permits do so by regulating the design, construction, and quality of materials of all buildings and structures in the community.


The City of North St. Paul requires licenses for certain individuals and companies doing business within the city. Below are the types of businesses and individuals that are required to be licensed and the appropriate licensing materials.
