Rental Housing Licenses

A license is required to operate a rental dwelling in the City of North St. Paul. Rental licenses must be renewed annually. License holders shall be held responsible for maintenance and upkeep of the property.

  • Duplex (Two Family)
    • $200 initial registration
    • $150 annual renewal
    • $75 inspection + $10 per unit
  • Multifamily (3 or more units)
    • $200 initial registration
    • $150 annual renewal
    • $75 inspection + $10 per unit

Online Payment and Documents

  • Once approved, you will receive a link via email to pay for your license fees online with a credit card or e-check (processing charges apply)
  • If you prefer, you can mail your payment to the City of North St. Paul at 2400 Margaret St. North St. Paul, MN 55109. Be sure to reference your license document number
  • Once your payment is processed, you will receive an email with access to your digital license
  • All of your applications, receipts, and license documents will be stored in your personal portal for easy access.

Important Notice: Rental Agent Required

No rental license shall be issued or renewed unless the owner designates in writing an agent who resides in any of the following Minnesota or Wisconsin counties:

  • Hennepin
  • Ramsey
  • Anoka
  • Carver
  • Dakota
  • Scott
  • Washington
  • Polk
  • St. Croix
  • Pierce

Said agent shall be held responsible for maintenance and upkeep of the property and must be empowered to receive orders and institute remedial action to effect such orders, and to accept all service of process pursuant to law. An owner must immediately notify the Fire Chief in writing of any change of agent.
