[ARCHIVED] City Selects John Stark as New City Manager


The City of North St. Paul has selected John Stark as its next City Manager

Stark was one of four finalists the City Council interviewed in November. He replaces Scott Duddeck, the City’s former City Manager who resigned in June.

Stark comes to the City of North St. Paul with a distinguished career in city government. He is currently employed by the City of Richfield, Minnesota where he works as the Community Development Director as well as the Housing and Redevelopment Authority (HRA) and Economic Development Authority Executive Director for the past fourteen years. Previous to those responsibilities he worked for the City of Richfield as the Planning and Community Development Manager and as the Assistant Director of Community Development. Prior to his tenure at Richfield, Stark served as the Community Development Director/HRA Executive Director for the City of Roseville.

 Stark holds a bachelor’s degree in Geography from Western Kentucky University and a master’s degree in Public Affairs from the University of Minnesota.

 Pending final City Council approval of Stark’s contract at their December 7, 2021 Council meeting, Stark plans to assume his new position with the City of North St. Paul the week of January 3, 2022. “We’re excited to welcome John Stark to North St. Paul,” said Mayor Terry Furlong. “After a careful selection of all the candidates, we’re delighted in his decision to lead our extraordinary City.”

 Stark looks forward to getting to know the North St. Paul City Council and their policy priorities, meeting the City’s employees, and familiarizing himself with the community and its unique character as he assumes his new responsibilities. The City of North St. Paul, founded in 1887, has a well-established history of serving the needs of its residents and businesses with its own police, fire, administrative and public works departments, as well as its own electric utility.

 Brian Frandle, the City’s Electric Supervisor, has served as interim City Manager throughout the search process.

 The City of North St. Paul worked with David Drown & Associates on their search for a City Manager.
